Positions, Roles, Committees, Functions, Duties

Clarification on nominations, voting, officer candidates, etc.:  As there has been low turnover in officer positions, these things need to be said because people need to know the how all of this works. And we?ve gotten questions about what the process is and how it works from several members, some new, some not. You have to be qualified to be and perform as an officer in ASIS. How? It makes sense. Both the position descriptions of the four officer positions are posted publicly on the website at ROLES | COMMITTEES (PDF file above), as well as the very important skill sets or qualifications necessary for a person to possess to perform well. It is your organization, and you want skilled people as local leaders to be sure. So, no mystery about qualifications. If you meet them you can run for a position, as these are always open to new candidates every year. However, if you can?t speak publicly in front of a group, don?t know the policies and procedures generally in place for and by ASIS, haven?t volunteered and shown your willingness to significantly help the local group and members in some fashion, performed possibly on the Executive Committee here or in another chapter, if your math skills are marginal and accounting isn?t your thing, then being ASIS Chapter Treasurer or Chair of this organization isn?t the position for you at this time. On another level entirely some people think they might be pressed into service, nominated and then set up to be elected when they really don?t want to serve. This is fantasy. This will not happen. You cannot be nominated and elected without your permission, so you would merely decline, but it?s simply, clearly, not the way things work. If after reviewing the descriptions of officer positions and necessary skill sets and you believe you are qualified and wish to serve, identify your desires to the current Chair. If you wish to serve in the future, then get more actively involved and volunteer to help and set your sights on a position and begin to work toward meeting those criteria. Nominations and announcements at the November meeting, voting in December, installation of officers in January.
Chapter Chair (elected officer)   
  • Performs the duties normally associated with a CEO of a company.

  • Presides over all chapter meetings, functions, and events.

  • Performs a wide range of leadership and management functions as required to meet the goals and objectives of the chapter and the organization under direction of the Regional Vice President and the ASIS Board of Directors.

  • Serves as the point of contact or communication link between the Regional Vice President and the Chapter, and communicates appropriately to the regional level.

  • Appoints members to chair committees as are deemed necessary to meet chapter purposes and goals, forms the Chapter Executive Committee, and performs as Chair of that committee.

  • Forms and creates committees or task forces or special committees, or dissolves them, as needed.

  • Exercises considerable independent judgment in decisions that influence chapter operations to insure solvency of the chapter and ROI to chapter members.

  • Chapter Chair is elected annually by vote of the membership.

Chapter Vice Chair (elected officer)

  • Performs the duties normally associated with a vice president of a company.

  • Assists the Chapter Chair in managing chapter operations as a whole, substantially contributing to chapter goals, objectives, and programs.

  • Assumes the authority and performs the duties of the Chapter Chair in the absence of the Chapter Chair. Presides over chapter meetings, functions, and events when the chapter chair is not in attendance or at the Chapter Chairs request.

  • Exercises considerable independent judgment in decisions that influence chapter operations to insure solvency of the chapter and ROI to chapter members.

  • Chapter Vice Chair is elected annually by vote of the membership.

Chapter Treasurer (elected officer)

  • Receives all monies, securities, funds, and monetary credits of or on behalf of the chapter from all chapter functions and deposit these in accounts in the name of the chapter.

  • Receives and safeguards all property and other physical assets owned by the chapter.

  • Keeps regular accounts of all receipts and disbursements in suitable books provided for that purpose. The records should be available for inspection by all officers and chapter members in good standing, and duly authorized representatives of the Society.

  • Disburses chapter funds upon approval and direction of the Chapter Chair and the Executive Committee.

  • Reports on the financial status of the chapter at chapter meetings or as requested by the Chapter Chair, and in the chapter newsletter, as appropriate.

  • Forwards financial status information in a timely manner to the Chapter Secretary for inclusion in the monthly Chapter Activity Report.

  • Adheres to any and all Internal Revenue filing requirements as set forth in ASIS Policy Guide 4015.

  • Chapter Treasurer is elected annually by vote of the membership.

Chapter Secretary (elected officer)

  • Keeps the minutes of all chapter leadership, committee, and special meetings.

  • Maintains all official chapter records, including minutes, newsletters, and other official correspondence.

  • Completes and promptly submits monthly reports to the designated recipients.

  • Promptly notifies ASIS Headquarters of results of the annual election.

  • Insures all necessary correspondence representing the chapter is handled in a timely manner, including, but not limited to, Thank You notes to speakers, presenters, special assistance.

  • Submits magazine articles to ASIS International magazines regarding chapter activities and events.

  • Submits minutes of the chapter meetings to the newsletter each month.

  • Chapter Secretary is elected annually by vote of the membership.

 ALL COMMITTEES:  Conditions or Requirements

  • A Committee or Task Force Chair is appointed by the Chapter Chair, participates in the Executive Committee as required, provides leadership in the appointed area, and reports on actions, events, or issues regarding it.

  • Builds a committee of members, if and as needed and appropriate, to meet the goals and objectives of the chapter and members, chairs any meetings for these purposes, and reports to the officers and Executive Committee or others, as appropriate. 

  • Communicates and provides information for members and others regarding the main focus and purpose of the committee, chair or committee actions regarding that purpose, for the newsletter, website, public relations or press releases, or other communication methods available to the chapter for such purposes.

  • Shares duties and responsibilities for programs, generating appropriate topics and speakers for meetings or events, and other duties as discussed with the Chair and officers.

Executive Committee

  • Formed by the Chapter Chair who chairs the committee, generally made up of any other Committee Chairpersons or others as the Chair may choose.

Membership Chair

  • Responds to all inquiries about membership, and promotes value and recognition of members and membership in this society of professional security practitioners.

  • Provides and directs prospective members to membership applications as needed, answers questions, and provides any assistance required for completion.

  • Reviews, advises, and works on maintaining an accurate local (Cleveland Chapter) database of members. Performs as liaison with ASIS Headquarters, which receives applications and determines class of membership and enters pertinent information into the HQ database.

  • Acts upon and advises upon conditions and issues which affect membership, including contacting members who have not renewed membership from lists provided by the Chapter Chair or others. The Membership Chair will contact these individuals and provide any assistance required allow the member to be reinstated.

Program Committee

  • Secures and develops dates for chapter meetings with a calendar developed with the officers and Executive Committee, and assists in securing a speaker and program for each agreed upon meeting.

  • Obtains the speaker's bio, picture, topic, and scope of the topic, along with any audio-visual needs of the speaker, and provides the newsletter editor and Chapter Chair with details of the speaker in accordance with publication deadlines.

  • Greets the speaker and coordinates introductions and seating. The Chair will introduce the speaker at the chapter meeting.

  • Sends a letter of thanks to the speaker (using Chapter ASIS letterhead) with a copy to his/her superior if authorized by the speaker.

Professional Certifications Chair

  • Keeps chapter members informed of information concerning the professional certifications programs.

  • Oversees and maintains the chapter library for use by chapter members.

  • Introduces and keep chapter members informed of the progress of all new certified chapter members.

  • Serves as an advisor on all matters regarding certification programs.

Scholarship Chair & Committee

  • Evaluates applications for the chapter scholarships.

  • Promotes knowledge of our scholarships to the schools in the Cleveland Chapter area, to the membership, and to the population in general.

  • Distributes applications to interested students, normally in early spring.

  • Processes applications received. Acknowledges receipt, checks for compliance with requirements, and safeguards until the committee meets to review.

  • Convenes a meeting of the Scholarship Committee to judge the applications. Complies with administrative requirements to insure the match from the ASIS Foundation is obtained. Drafts letters to the winners, to ASIS National, and to the Regional Vice President of ASIS. Provide press releases about the scholarship winners to the Chapter newsletter, and to local media in the area where the winner lives, and to the school attended.

  • Presents the scholarship awards at the chapter meeting immediately following the selection.

  • Leads in raising funds for scholarship awards, and to build the scholarship fund.

Security Employment - Placement

  • Finds employment opportunities within the safety and security profession for ASIS chapter members.

  • Serves as a resource to employers in the Cleveland Chapter area for a source of qualified professionals seeking work in the security or safety field.

  • Points candidates toward potential employers.

  • Links employers with appropriate candidates.

  • Advises member candidates on forms and tips on resumes and the employment process.

  • Advises employers on security qualifications, certifications, etc.

Legislative Chair or Liaison

  • Keeps the chapter membership informed of legislative issues pertinent to the security industry.

  • Obtains and presents information to the chapter newsletter and website, e.g., court decisions, pending bills, etc., which are of interest to the membership.

  • May contact local legislative members and lobbyists to obtain information.

  • May be involved with ASIS International on legislative matters if requested.

Law Enforcement Liaison

  • Brings the private security and public law enforcement groups together by inviting and attempting to get at least two law enforcement representatives to each chapter meeting (at the expense of the chapter). The liaison will invite the Chiefs of Police, Sheriffs, or heads of various law enforcement agencies.

  • Sends a letter of invitation on Chapter ASIS Letterhead to each invited representative. A copy of the letter is sent to the Chapter Chair and the Treasurer for their records.

  • Greets the the guest at the door and provide introductions to various members. He/she will also introduce the guest(s) as appropriate during the Chapter Meeting. The Liaison will follow up with a telephone and written communication with each guest.

Private Security Liaison ? Private Security Services Council

  • Brings new private security and public security groups into the chapter by inviting and attempting to get at least two security representatives to each Chapter Meeting (at the expense of the chapter). The liaison will invite the Chiefs or Managers of various security organizations.

  • Sends a letter of invitation on Chapter ASIS Letterhead to each invited representative. A copy of the letter is sent to the Chapter Chair and the Treasurer for their records.

  • Greets the guest at the door and provide introductions to various members. Liaison will introduce the guest(s) as appropriate during the chapter meeting. The Liaison will follow up with a telephone and written communication with each guest.

  • Assists in developing means and methods and opportunities for private security vendors to participate in the chapter and also to sponsor a variety of chapter functions.

Information Security Summit (EVENT) Liaison

  • The ISS Chair (Liaison, special configuration) participates in the Executive Committee and carries out appropriate actions with other groups involved, involving ASIS members in the process as speakers, sponsors, or participants.

Communications

Newsletter, Website, Public Relations, Member Communications

  • Produces all aspects of the chapter newsletter, from advertising to on-time delivery, and interfaces with all officers and chairmen.

  • Produces all aspects of the chapter website, from advertising to frequent updates of copy, dates, and materials from chairmen, and interfaces with all officers and chairmen.

  • Assists with communication ranging from email to other communications in support of chapter functions.

  • Communicates and provides information regarding communication, chair or committee actions regarding communication, to all appropriate parties.

Golf Outing Committee  (EVENT)

  • The Golf Chair is responsible for producing the entire golf outing event, from course selection to golf awards, and interfaces with all officers and appropriate chairmen of other committees.

Misc. unassigned functions that must be covered by officers or committee people:

  • Maintaining and displaying chapter signage, banners, displays, etc., or signage for a chapter event.

  • Maintaining chapter name badges, their disbursement and return and the ordering of any new badges needed.

  • Arranging that a flag, podium, the Chapter ASIS banner, the Chapter ASIS Charter is available for each meeting and or function, and/or display of  chapter awards.

  •  Reserves a table for Chapter Executive Committee and the speaker(s) at each meeting and event.

  • Takes, or arranges to be taken, registrations for the meeting by phone, email, and website, and communicates response to applicable officers in a list of names.
